Cliff Mugnier at the University of New Orleans writes a monthly column on
Grids and Datums in "Photogrammetric Engineering & Remote Sensing"
(published by the American Society for Photogrammetry & Remote Sensing). The
August 1999 column covers the Philippines in some detail. It is archived in:
http://www.asprs.org/asprs/resources/grids/08-99-phillipines.pdf This may be
what you need as a starting point.

I am trying to locate details of a Transverse Mercator grid used widely in
the Philippines (Philippines Transverse Mercator grid). The grid eastings
are offset from a UTM Zone 51 grid based on WGS84 by about 210 000m while
the northings are similar (but no identical).
Any information, or even parameters for the mapinfo.prj file would be
greatly appreciated!
