is free.

I have an undergraduate Speech Communications class that wants to look at
voting patterns in 104th Congressional Districts. They are getting the
voting behavior data for the precincts in Champaign, Ford, & Douglas
counties in Illinois for 1996.
I need to obtain the corresponding state congressional district and precinct
boundary files in these 3 counties-- I don't think 1990 vintage will do --
1995 to 1997 is the vintage I need. The 2000 election for seats there are
suppose to be hot and the students are to look at past voting behavior to
predict who will win in 2000.
The instructor has tried various sources and has been unable to get
electronic copies.
I'm suppose to show them how to display the voting data in Mapinfo in a
week!!!
Can *Anyone* tell me where to get (hopefully free) state congressional
district and precinct boundary files for say 1996?
