For Montana data, a fantastic resource is the state library NRIS...

We recently purchased the whole state PLSS from them in one nice file on CD
for about $50.  You can also download pieces and patch them together
yourself for free, but we wanted the whole state and ordering the one file
was easier.  They have Shapefiles and ArcExport.  We're using the data in
MapInfo, no problem.  Don't know about ND.
