The answer is that you have to exit ALL programs running under
the Tool Manager or "Stop" does not work. That means you need to
unload the Universal Translator from the Tools menu, and any
other "sleeping" programs. The error meesage you get when you
have sleepers snoring away in the background and you try to use
"Stop" in a mapbasic app is none too clear!
