There is at least one program able to replace text avoiding overlaps. It is
called Maplex and ESRI UK sells it. It is a quite expensive program,
something like $20.000 or even more.

Maplex currently reads data from a wide variety of file formats including
ESRI shapefile format, Laser-Scan Internal Feature format, Ordnance Survey
National Transfer format, Ordnance Survey User Transfer format, MAPDATA
format, Maplex Features and Labels format, and Maplex Placed Labels format.
Create fully symbolized cartographic products on your computer screen, and
then output hard copy to standard printing devices using Maplex. Maplex
produces a variety of output files including Adobe Illustrator, Macromedia
FreeHand, Adobe PostScript, ArcInfo annotation subclasses, Laser-Scan
Internal Feature format, MicroStation Design files, MAPDATA format, and
Maplex Placed Labels format.
Maplex works well with your existing systems. Many cartographers already use
ESRI's ArcInfo professional GIS software. Text in an ArcInfo database can be
automatically placed using the Maplex rule base and subsequently rewritten
to a new annotation subclass. This export feature solves the perennial
problem of capturing type in a database and moving it around.

Maplex Version 3.3 is scheduled to be available during the second quarter of
1999. Maplex Version 3.2 is currently available for Windows NT 4.0 or
