Some counties are priced differently since they cover different areas and at some point it's cheaper to buy the entire state. What level of detail do you need? We have mapset scales for: 1:24K - sold by county. Show the details of the 1:100K map plus topography at 20 foot contour intervals and the names of the major roads. Includes the locations of water tanks and radio towers, building footprints, golf courses, railroad tracks, bridges, levees, dams and other cultural information. The map scale is 1 inch = 2,000 feet. 1:100K - sold by state. Maps show major streets, highways, freeways, parks, hospitals, airports, waterways, topographic contour information, selected place names and other cultural information. They are the scanned in 7.5min topographic maps which show urban areas and most of the streets etc. May or may not be of use to you depending on what type of maps you are making and how you want them to look.
