We do have raster images of Michigan.  Do you know what counties you need 
specifically.  Some counties are priced differently since they cover 
different areas and at some point it's cheaper to buy the entire state.

What level of detail do you need?  We have mapset scales for:

1:24K - sold by county.  Show the details of the 1:100K map plus topography 
at 20 foot contour intervals and the names of the major roads.  Includes the 
locations of water tanks and radio towers, building footprints, golf courses, 
railroad tracks, bridges, levees, dams and other cultural information.  The 
map scale is 1 inch = 2,000 feet.

1:100K - sold by state.  Maps show major streets, highways, freeways, parks, 
hospitals, airports, waterways, topographic contour information, selected 
place names and other cultural information.  Contours are at intervals of 5, 
10, 20, or 50 meters, depending on terrain relief.  The map scale is 1 inch = 
1.6 miles

you could get the digital rastor graph maps.  They are the scanned in 7.5min
topographic maps which show urban areas and most of the streets etc.  May or
may not be of use to you depending on what type of maps you are making and
how you want them to look.

I have been keeping track of most of the data available for the DRG's so if
you tell me where you need it for I can probably point you to the web site
where you can download it from.

Best and easiest would probably be USGS 7.5' quads.  Look at a sample at
www.geodataconsult.com. What areas do you need covered?

You should check out the DRG's or Digital Raster Grids available for
download from such places as the EROS Data Center in South Dakota and 
runet.edu -follow links to geography dept. geoserver.

They are accurate and have the info you are looking for.
