No, there's no way to keep a layout frame's view from changing
if you pan or zoom the *same* map that the frame points to.
However, you can always clone that map
(by right-clicking on the map and selecting "clone view", or
selecting Map -> Clone view" from the menu bar), and pan/zoom/resize
the clone.
And yes, it's *always* a good idea to save your workspace
if you want to re-use a layout.
