Sean-
You may want to export the Layout as a WMF which is a vector format, then
paste it into a new 600dpi document in PhotoPaint or PhotoShop, whatever
image editing program you have around.  That may take care of the resolution
problem.
If you really don't have any kind of Paint program, you could insert the wmf
into PowerPoint and export the slide as a TIF.
Or you could print the map and have it scanned it back in at whatever
resolution you need.
