It seems that we have something in common.  The questions you need to answer
can be answered within MapInfo.  However, I use an additional program for
the collection of data and defining the availability of dark fiber.

I recommend a program called OSP InSight from Advance Fiber
www.advancefiber.com .  This program makes the data searches quite easy in
terms of knowing what fibers have been assigned to a particular customer
and/or service provider.  This program uses MapInfo quite extensively to
help with the topology, as you need.
