Hi Tim,
You can do it in straight MapInfo Pro if no rotation is involved.
Export the table to Mif/Mid
Change the Coordsys clause and possibly add a Transform clause in the Mif
file
Re-import the Mif/Mid set
The format of the Transform clause is described in MapInfo Pro
Reference Manual Appendix A. It allows you to scale and/or move
your coordinate values during import.
The Coordsys clause settings are also described in appendix F and G.

Listers,
I've received an AutoCAD .dwg file in non-earth feet coordinates, and I'd
like to transform into geographic coordinates, preferably State Plane
NAD83.
I can match up some features with a map that's already in geographic
coordinates, so I know the necessary offset for a couple of points. Does
anyone know of an .mbx that will allow me to enter a couple of coordinates
(new and old) and have it offset all of the mapobjects? I remember that
Discover could do this, but I'm looking for something free.
