There was a query along this line a few weeks ago. I replied that that the board should be toggled between cursor and digitiser state using the "D" key.... see also the following text extract from Mapinfo 5.5 Help
Selecting a drawing tool and making the Map window active
In order to begin digitizing:
· A drawing tool must be selected
· The Map window must be made active
· The D key must be pressed.
The D key toggles digitizing mode on and off. When in digitizing mode, the cursor will appear as a circle with a crosshair in it. If you draw on the screen without the digitizer cursor, then coordinates entered into the package are relative to where the cursor is on screen. The cursor, even though driven by the digitizer tablet, is just a screen pointer until digitizing mode is entered. Once in digitizing mode, the control point transformation is put into effect, and coordinate information is taken from the tablet, not the screen.

Apologies if this has been covered before.
When digitising using a Calcomp Drawing Board 3 and
MapInfo Pro 5.5 for Windows NT we have a problem with
regaining control of the cursor. After entering our registration points the cursor
changes to cross hairs within the map window but will
not change back to cursor mode when the puck is moved
outside the extent of the map window. This means we
cannot select any buttons or menu items unless we do
it using keyboard shortcuts. The mouse seems to be
completely disabled while the tablet is turned on.
Many thanks in advance.Wayne Peck
