I work for GTE Wireless and as part of the first phase of E-911 we need to
determine the farthest point from a cell site in which signal is propagated
and learn the distance in miles.

We have two tables to compare against each other.

The first table contains all cell site locations and their Lat and Long.
The table also contains the cell site name and cell site number.

The second table contains bin output in a grid format.  Each bin contains
the cell site name and cell site number and signal strength in decibels.

I wanted to plot the cell sites in one layer and then lay on the bin layer
and look at the cell site number from the cell sites layer and find the bin
that is farthest away with the exact same cell site number from the bin
layer

The bins do not have a Lat or Long, they are generated from a propogation
program called TECC-Wizard that generates RF propagation based on lots of
different factors.

If someone could help me find a program that would be able to find the
furthest distance from the cell site it would be greatly appreciated.
