You are not the only one running into this. 
The image quality is based on the screen resolution. Even with the
resolution
'maxxed' out I do not like the quality of the images produced from 'save
window as'.

If you have a postscript printer, you have a pretty good way out.
Set your printer settings (postscript > EPS format) and print
the layout to a file, rather than to the printer. You may need to 
name the file "layout.eps" so the default does not go to "layout.prn". 
Then you can import the file as a picture in Word. You cannot see the 
image, but it will print to the postscript printer.

There are several ways to tell if a printer is postscript: price, and if
there
are options for printing to EPS or PS files in the settings.

If you do not have a postscript printer, then you can go to Plan B. Install
the QMS 
Colorscript 100 Model 30 printer driver. (Settings > Printers > add printer
> QMS) 
Set this up to print to an EPS file. You can drop the file into the Word
document and
find some kind (rich) soul with a postscript printer who will print your
document, or,
if you can get your hands on Adobe Distiller, then you can open the file
and create a .PDF
file. Local print service bureaus (Kinkos) can print the document for you.

Other folks have had success in ArcView with copying the window (Control -
C?)
and pasting it into the document, but I cannot remember the exact
keystrokes.
