The solution was simple...

In MapInfo:
File> Open Table

Select dBase dbf (*.dbf) in the File type field
Enter *.dat in the File Name field and press Return
Select and open the .dat file with the missing .tab

Select the US & W. Europe character set

... and theres your data. MapInfo creates the .TAB automatically for
you.

I then went into Table>Maintenance>Table Structure and changed the field
types
as some numeric type fields came through as character type.
I also did a Save Copy As and reindexed it.
