Inexpensive Canadian data is an oxymoron - this is because any data created with public money belongs to the Queen of Canada (aka Natural Resources Canada, Statistics Canada, etc.) under Copyright.  Even though it has been paid for once by the taxpayer, it must be paid for again by the user.  Needless to say this policy has set back the cause of GIS in Canada compared to the United States.
 
You might look at elevation data associated with the Digital Chart of the World as an inexpensive, non-Canadian source or wait for the DEM data to be released from that recent NASA shuttle mission that mapped the world.
