Use TAB2MIF.EXE from http://pages.infinit.net/danmo/e00/index-mitab.html
and MIF2SHAPE.EXE, which is part of arcview.

Both can be used as a commandline tool.
Now you have TAB > MIF > SHP.

Another option is to learn how to use Universal Translater from the
command-line but this is pretty complicated stuff and you have to download
the FME-manual from www.safe.com (Universal translator is a subset of FME).
