First, Eric's comments are spot on, especially "geographic 3D is an art".
Second, you can definitely "try Vertical Mapper" from Northwood as
Kirsten suggests. They also have a new product called Virtual Frontier.
Finally, about the image in our glossy brochure and how I created them:
I think the biggest factor is that I imported DEM directly into a grid
instead of interpolating a grid from point data. Our inverse distance
weighting interpolator is not well suited for terrain data. After that,
the street data drapped over it without a hitch.
