Roughly how far apart are the 2 calculations?  It's been quite a while 
since I used any Census/TIGER data, but as memory serves, the TIGER/Line 
data was pretty rough - i.e. the lines were "trimmed" to minimize the 
number of points, and as such, could make for some "rough" calculations of 
land size - especially at the county and state level.

I also don't know anything about the accuracy of the MapInfo County data, 
but I would suspect that you're seeing a "precision" problem on one (if not 
both) sides of the equation.
