You should check out Vancouver, Canada's, Safe Software, and their
Translators: FME Professional Suite, or FME Professional ESRI Suite.  It's
worth the money considering the power to translate geospatial information.
Both MapInfo and ESRI use a subset of FME for their products translators.

I can attest to FME Professional Suite for MapInfo and it's ability to
correctly translate CARIS NTX files.  Provided the data is exported properly
from CARIS.
