No GIS handles text or labels very well, and in fact all GIS graphics
handling is, at its very best, barely adequate. A map is a complex graphic
product which requires sophisticated graphics tools for creation and
manipulation. A GIS is for storage, retrieval, manipulation and analysis of
geographic information. Once that is done and one wants to make a MAP (ie a
GRAPHIC) the data must be rolled into a graphics program.
That said, I was impressed last year at the International Cartographic
Association conference with the ESRI Maplex demonstration I saw. There was
also a Norwegian (?) company, whose name escapes me, which had some
improved map graphics tools which worked with major vendor GIS data. I must
search for the brochure...
