I've run into this as well and have learned to "Ctrl+D" redraw the window
prior to beginning digitizing. Where I notice the relocation the most is
after zooming in on a particular point then scrolling to another. A redraw
syncs things back up thought.
I've also found that if I manually enter a zoom level prior todigitizing as
apposed to using the zoom tool, this error problem is lessened. Go figure.
