I use TGR2MIF from GIS Tools (www.gistools.com).  It suits my purposes fine since it 
allows you to only pull certain layers off of the CD and it also clips water polygons 
which is nice when you have a shoreline area.

The things I don't like is that it makes a separate directory for each county you 
convert to a MIF.  Also, since it exports to MIF, I need to use a batch MIF converter 
to get things into a TAB file.
