I had stumbled across the background box and unchecked them. I also made the
foreground pattern to be different for each layer. However, I must be
missing the forest for the trees. It still only shows the layer that I have
at the top.  I will work more this weekend and try to determine what I'm
doing wrong.

When you have many layers and you need to see through them, you need to make
transparent backgrounds for your polygons.  In the Thematic Mapping options
where you set your theme colours for polygons, there is a "Background"
checkbox.  You need to make sure that it is unchecked.  If Background is
greyed out, that means that your Foreground Pattern is set to "solid".  You
need to change the foreground to a striped/dotted/etc pattern.  This holds
true if you do a Style Override through Layer Control also.  I hope this
