Is the card an ATI card, I have heard a rumor about the ATI cards. Just a
hint to try and track down the problem

Subject: Vedr.: Re: MI-L MI Screen redraw "Fragmentation"
Hi Mark,
We've seen this problem too, and think it's a conflict between certain
graphics cards and MapInfo Pro's internal map redraw optimization routine.
A work-around is to disable Pro's optimization, and that's done in the
registry by setting the key (adding it, if it's not there)
"HKEY_LOCAL_MACHINE/Software/MapInfo/MapInfo/Common/OffScreenBitmap" to 0
(maybe string "0"). And restart Pro.
The redraw will be slower, but you won't have any fragmentation problems.
I don't know why it happens on some machines. Maybe the graphic card's too
fast, or maybe it's not 100% complaint to specs.
If anyone's got an idea as to the core of the problem, I'd be delighted to
know too.
Best regards
Lars Nielsen

This has long been an intermittant problem for us for years (I assume it is
the same problem - a panel at the edge of the screen shows the old view
while the rest shows the new view). I assume it is some incompatibility
between MapInfo and the video card - we have had three different
machines/cards over the eyars and the problem still pops up now and then. I
haven't been able to work out what the problem is or what triggers it, but
it does seem to happen more when you have lots of layers in view.
We are still using 4.1.2 so I don't know if this is a problem with later
versions.
If you find how to eliminate it, please let me know.

Mark Knudsen
