There is a superb web mapping program called Mapserver developed by the
University of Minnesota. It is an open source project with multi-platform
support. (WindowsNT, Unix, Linux). The current version supports ESRI shape
files and SDE ( there is talk on the listserver of supporting mapinfo files
among many others) and there are loads of examples of very functional web
sites using the program and it has a very active list server for support.
It's well worth the cost. It's FREE http://mapserver.gis.umn.edu/

Convert your Mapinfo files to shape, set up a map control file and your up
and running. It took me about 2 hours to figure it out.
