Troy-
First of all, you should File>Save Copies of both tables, and as you are
doing it, click the Projection button and make them both the same.  This
makes the clipping and pasting you want to do more accurate. The one table
with the projection not on file does indeed have a valid MI projection, it's
just not one that's listed in your prj table.  No biggie.
Now open both new tables and check the Table Structure - if they are not the
same, make them so.  The records won't append properly if the columns are
mis-matched.
Next, with both tables open in a mapper, make the Cosmetic Layer editable
and draw your polygon on that layer.  Choose Map>Save cosmetic objects and
write it into a new temporary table that you can delete later.
Make your selection from the county roads, and delete them.  Choose
Table>Append rows to table and append the city roads to the county roads and
that should do it.  Now your county roads table has everything in it and you
can rename if you like to ALLroads or whatever.
