Sorry I am late in posting the SUM for this enquiry. The solution was very simple.
Solution:
Either remove or rename the MIDLOCI.DLL or install Oracle driver.

Hi,
To solve your problem, rename MIDLOCI.DLL to e.g. MIDLOCI1.DLL until you've installed
an Oracle client.
This won't do any harm and you won't get the message in the future.
