Todd,
I've found this method to work for me.
Open your legend in a separate mapper. Size it until it shows what you
want. Frame the table as the legend in the layout window.
Hope that works for you as well.

Hi all,
I have yet to figure out the Frame Tool that adds legends to your layouts.
I can adjust the Width, Height and the position of the legend, but cannot
see the whole legend. It gets cutoff, and if I create an image, the same
thing occurs. However, if I print the layout, the legend looks fine and
does not get cutoff. How can I adjust the legend frame correctly to get the
entire legend to show? Has anybody else noticed this?
