One approach you may want to investigate is the use of Scalable Vector
Graphics (SVG).
This technology expressed in XML (text-based) has zoom-pan capability as
well as many possibilities to make interactive, rich cartographic documents.
Currently, Adobe just completed Version 2.00 of their SVG Viewer which is
available for free download at http://www.adobe.com/svg/.

http://www.dbxgeomatics.com/svg.asp for examples of maps and an introduction
to SVG.
