As far as smelters and other guys that belch smoke, I suggest the USEPA's
TRI and other databases. These need to be used with some caution, though,
as 5% of the lat/longs are wrong (middle of the lake, wrong zip, county,
you know the drill) and some of the addresses may be corporated HQ's vs the
actual smokestacks. Additionally, TRI and the other databases cover only a
small set of emitters that meet a regulatory definition (x lbs/yr) and
threshold (chemical x, y and z). Still, I suspect refineries and smelters,
with all due respect to those folks, are the stinky stuff your looking for
and the stuff you'll most find in the TRI and the other databases.
Also consider the BRS, Finds, etc. as other possible USEPA data sources.
