depending on exactly what your client does you might try WinDig 2.5
[freeware]

it does not do to well on drg topo's but if his lines are simple, clean, etc
then it should trace it pretty well and also has lat/lon registering for the
output

  Question... I have a client who e-mails me bmp files created in Paint in

  the bmp's to MI and create polygons over his lines to get acreages and
