depending on exactly what your client does you might try WinDig 2.5
[freeware]
it does not do to well on drg topo's but if his lines are simple, clean, etc
then it should trace it pretty well and also has lat/lon registering for the
output

Question... I have a client who e-mails me bmp files created in Paint in
which he has drawn lines to delineate soil mapping units. I then import
the bmp's to MI and create polygons over his lines to get acreages and
also
to be able to color the polygons according to series. This is somewhat
tedious, but does produce a nice map. Is there an easier way??
