It doesn't.

MapInfo's internal drawing order is based upon the spatial index of the
table the layer
is based upon, and the current map limits.

For any cartographic purposes, you might as well regard the drawing order of
objects
in the same layer as random.

However, if the *table* you are basing your layer upon has some column that
might be
used to classify the table's records according to their drawing order, you
can make
several selections from the table, and add each selection to the map as a
separate layer.
The order of the layers then determines the order of each selection's being
drawn.

Of course, you could always put the records that would be in each selection
into
a permanently saved table.
