Can you use FTP mail? If e-mail attachments aren't stripped off
from your incoming mail, you might see if there is an active FTP
server that you can use to mail you downloads. This list is
pretty old, but there might still be some of these working:

FTP mail is pretty handy when you have a slow pipe or direct
downloads are blocked to you. Basically you send an e-mail to an
FTP server with the proper commands and within a few hours or
minutes, it goes to the site, downloads the file, and mails it to
you as an attachment.

If there is some policy reason why you are not able to download
files, then perhaps you should think twice. Despite the fact that
this is email, it *is* a download and all the issues of download
security apply.
