I've always had the impression that the order in the legend depends on the
order in Map>Layer control. Would the order within a single table then
depend on the order of the columns in the table?
However if you separate your modes of transport into separate tables, and
thus display each in its own layer, you will also have a more useful  set of
data for analysis. It might be worth doing.
