Try to contact http://www.aquaterra.be/ they have such a tool but I doubt it
if they would ever sell it. They might however do conversions for you.

I'd like to use MI 6.5 t0 index street names from a "graphic" Illustrator
file. Has anyone streamlined this procedure? In theory, it seems that I
would have to create an arbitrary grid (graticule) based on the index
letters and numbers, then geocode the text to that grid. Any input would be
appreciated.
Also, I'm impressed with the activity of this list. Is there any way to
receive the postings in digest mode?
