In the past, once you moved a label it was no longer an autolabel and therefore most changes that you made, especially turning label lines off or on, did not affect any labels already moved. In 6.5 I have come across a a big problem - it seems MI has attempted to fix some of the label complaints by enabling label setting changes to affect unmoved as well as moved labels, BUT - if you move labels with label lines turned off so you don't have any short, little stubby tails on your text and then turn it on so that you can have lines on the labels not yet moved - all the labels get lines!!
