I think what you want would be impossible. The image you see on the
screen has to be painted from the bottom up. When you change the top
layer ( the cosmetic)  to something smaller MapInfo has to draw all the
objects underneath.

It does this by reading all the appropriate .MAP files. If first of all
wipes the bitmap ( ie draws a white rectangle ) then paints in all the
objects in what is known as the "Invalid" rectangle.

As computer performance improves and more files are cached I am sure the
flash will become imperceptable, but the process, I imagine will stay as
described above.
