It should work in general but not with raster files. MI treats a raster file
as a read-only file (even if it is declared as not read only in the windows
properties) because it cannot write it to the zoom (and other parameters)
that are normally stored in the map (not the tab) file.
What Juanse, and I, are looking for is to be able to intervene in the
automatic procedure that MI uses when opening a raster file for fixing the
zoom layering bounds, or correcting in a "permanent" way those parameers.

To set the position of a table when opened, zoom/pan your chosen table to
the required position, then in the MapBasic window, type in:
SET MAP LAYER 1 DEFAULT ZOOM
then, when the layer is loaded subsequently, it will open up in the same
position/zoom each time.
I'm not sure if this is what you're after, but it saves me some time.
