Does anybody have a program which will only create contiguous veronoi?

When I'm trying to create veronoi bound by another polygon, the bounding 
polygon will sometimes cause my program to create two separate polygons 
from the original first.  For example, Long Island and Conn.  Lets say 
there is a point on LI and a point in CT.  There are sections of CT that 
are closer to the tip of LI than the CT point.  Therefore, the veronoi 
indicates that the LI  point is closer.  When you constrict the veronoi 
with a national outline, the veronoi for the LI store breaks into two 
polygons.... each associated with LI.  Now, logically, not mathematically, 
the CT portion of the LI veronoi is REALLY closer to the CT point, and 
should be assigned there.  It there a way to do this as part of the 
creation process?
