Brice, The Clarke 1866 ellipsoid is found in Africa only in the Portuguese Colonies. For Datum Shift values, see my past columns in "Photogrammetric Engineering and Remote Sensing" on Mozambique and on Angola. Sao Tome also uses that ellipsoid. Note however, that each country has more than one Datum, so the solution to your problem is not exactly simple.
Are you working at scales where Datums actually make a difference? It could be that you are wasting your time on matters that only affect 1:50,000 scale mapping and larger. If you're using the Albers projection, it sounds suspiciously like smale-scale thematic data, and the topic of Datums is immaterial. Prof. Clifford J.
