I've such a program but it's linked to my professionnal GPS software  "pay"
suite. There is a utility export program that can generate ASII configurable
files from MI MIF (or DXF) data files to *.whatyouneed depending on your GPS
file reading and understanding format. 

        I think this can be easy to generate txt file format, regarding your
GPS importing requirements:

                e.g. :
W;000001(name of the point);
;47.215243814659885(lat);
0.062212358842673(long);
-9999(height);
0.034396449183362;47.125487773277555;0;C8;WGS84; (gps proj parameters)

I'm not a specialist but I think, you can generate such txt or csv file from
a data management soft like MS Access, 

                Update a X and Y columns into MI with centroidsx and
centroids Y then export to Access and format the file with appropriate txt
separate signs.

        I know it's not the easiest way to do, and I think there are a lot
of free third part program to do that. The trouble is I don't know wich can
do that. So I give you some searching ways, hope this help, sorry to be a
bit "complex"
