It is possible to rotate the view in a map window using the 'Rotate Map
Window' tool found in the Tool Manager. This would of course change the
contents of a layout frame as well.

I think it would be much harder to rotate the actual frame so that it didn't
sit square. If anyone has any ideas about that (or a use for it, for that
matter) I'd be interested to know.
