If the users are loading a network version of MapInfo. 

Turn on Windows NT 4.0 audit of the share from which it loading and  use
event viewer to monitor.

You can also restrict concurrent connections to shared and start it a
low number and increase if you get users who get the too many concurrent
connection message.

Performance monitor may also have a counter for the share you may be
able log.
