Carl, You will be happy to know that there is an effort underway to make DOQQs for the entire state of California available online through NASA, Ames' website. Unfortunately these will not be available until sometime after the first of the year. Also in the works is a MrSid DOQQ mosaic of 7.5' quadrangles for the whole of California. Yes, getting good data for California is not very easy as many State and Federal programs or departments are reluctant to share data unless your work is somehow connected to their area of interest. One thing that could be confounding you is the court ordered shutdown of numerous Dept. of Interior web servers, which could include the sites you are looking for. FYI, there are numerous efforts, like DOQQs, that will be coming online soon. Send me the particulars of what you are looking for and I'll let you know when it becomes available.
