The way I have worked around the problem is to set the map widow to the same
scale as the layout window.  When all the labels are placed I reset the map
window back to the original scale.

Eg

In the layout widow double click on the layout frame
where it has Scale on Paper: 1mm = 0.01909    km in the Object frame window

copy what the scale is set to, in the case 0.01909

go to the map window right mouse click to Change View
and paste 0.01909 into the Map Scale:  1mm = 0.03223 km  (NOTE: this scale)

do all the labeling

goto change view 
and reset the map scale back to the original scale Eg 0.03223
Now the layout window will print out all the labels to the right scale

One advantage of this method is the map window can be of any size
