Hi, It can be done with MapInfo, but with that many site's + addresses, I suggest you use ToolBox from RouteWare, which is programmed with large datasets in mind.
Both questions can be answered with ToolBox except addresses which are closer than 30 miles to more than one store will only be allocated to the nearest. Inside the ToolBox download you will also find a description on how to do it with mapinfo alone. If you want to try it, you should probably start with a sample first.
