Charlie, I've tried two different programs ( R2V by Able Software and WinTopo by SoftSoft Ltd ) in an attempt to achieve this result -- namely, a vectorized raster file on a projected plane. Both seem to have the functionaity of georeferencing but I have had limited success in getting either to work consistently.
I'd be curious to hear what others may have to say on the topic.
