Hi Darrin,

Universal Translator (UT) is really FME and it is possible to use it
with batch conversions, but it is complicated stuff, which I would only
do, if there are no other possibility left.

UT can however do all files in a directory in one go (just select them
all), so if your SHP files has different names, move them all to one
directory, convert them to TAB and then move them back again to the
original directories.

If the same filename is used for every state, you could do same batch
copying, where the filenames are updated at the same time to include the
statename. The reverse is also possible with the generated TAB files:
That is putting them back into directories with the state name.

Kind regards
