Create one column for longitude and a column immediately to its right for 
latitude.  Put the point coordinates in the correct top-to-bottom sequence 
to describe the line or boundary.  (If a boundary, repeat the first point 
at the end to close it up.)  Select data in both, then create a connected 
X-Y plot.
