Kampsax has a application for sale that does a Helmert transformation to a
Mapinfo vector table.
If you can get the Corel Trace 10 vector layer into Mapinfo, the
VisualHelmert application can transform it to the coordinate system you
like.

The helmert transformation can be used to rotate or displace a MapInfo
vector table or transform a vector table from a non-earth projection to an
earth projection.
